Call for information

In preparing the Global Study, the Independent Expert Manfred Nowak will draw on a variety of sources and available information. One of the most important tools for gathering comprehensive and reliable statistical information is the Study’s questionnaire.

The questionnaire is primarily aimed at collecting statistical data about the number of children deprived of liberty in all settings. Governments are also encouraged to provide examples of best practices and innovative alternative approaches aimed at reducing the number of children deprived of liberty according to the child rights principles.

States, UN agencies, NGOs and other stakeholders, including the UN Committee on the Rights of the Child, the UN Sub-Committee on the Prevention of Torture (SPT), National Human Rights Institutions (NHRIs), National Preventive Mechanisms (NPMs) and academic institutions are all invited to submit information in response to the questionnaire. The questionnaire asks States to set up "focal points" to coordinate input where possible.

The questionnaire is now available online and is available in the following languages:

Arabic | Chinese | English | French | Russian | Spanish

Questionnaire responses are to be sent in both hard copy and electronic format in one of the six official United Nations languages no later than 1 September 2018 to: Manfred Nowak, UNOG-OHCHR, CH-1211 Geneva 10, Switzerland and emailed to:

Further guidance will be published on how civil society can contribute information to the Study.
